The third phase of the reforms was coming, and this one was one of the most important reforms possible; it was the proclamation of the de-facto Islamic State, including the flying flag of the new state, the new anthem - or the lack thereof - and any of the concerns that come with changing the national name and completely overhauling the âskinâ of a nation.
The first part was the name change of Senegal; while the official name was the Republic of Senegal, the Mufti held the opinion that this a colonial legacy, a stain on the Muslims that reside in the nation. With the transition to a new Islamic State, and analyzing the history of Senegal; there are a few options that are on the table, including the Islamic Emirate of Senegal, the Islamic State of Africa, the Islamic State of West Africa and the Islamic Emirate of Jolof.
The final name, as it was spoken, prodded the attention of the Mufti; he hadnât thought about it before, but the more he thinks, the more sense it makes. While a Fula himself, the Empire of Jolof, historically, lasted from 1350 to 1549, followed by a rump Kingdom of Jolof, from 1549 to 1875; during all of this time, every King of the Senegalese region agreed to participate in a confederacy, united by their passion of Islam; a legitimate, unequivocal, community of Muslims.
The Mufti then had a realization. It was his duty, and the duty of the Waziris, to willingly apply this to the modern day, as a new, pure, Islamic, Jolof Empire; this however, could not be succeeded by names such as âEmpireâ, for we are not imperialists. We are Muslims, we are the Qurâanic generation that will bring the wave to the world, and as such, it is imperative that we assume an Islamic State, an Islamic government with no monarchs, nor any âpresidentsâ, but a simple preacher that maintains stability until the proclamation of our caliphate.
Thus, the Islamic Emirate of Jolof was officially the name of the new nation, as an Islamic state led by a Grand Mufti; this would be the frontlines of Islam against extinction, and the first point where Jahiliyya is no more, where Jahili regimes are inexistent, and Islam governs. This is where the rise of Jolof truly begins; as the Mufti prepares to make a public speech on the new Islamic State that will be declared on the 12th of May.
The Mufti also thought about the Fula Jihads and how this is, comparatively, the rise of another Fula Jihad in Jolof; the rise of the Jihads were to reform the regions in the wake of European colonialism, just as the Gorgal Wadata rose up in Jihad against the autocracy of Macky Sall, intent on overthrowing the Jahili regime and bringing about Islamic rule and the law of Allah, unequivocally, to this impoverished West African nation.
Deepening his reasoning, he proceeded to talk to the SCS about how this new Islamic Emirate, is the combination of the Imamate of Futa Toro (1776-1861), the Jolof Empire and the Jolof Kingdom; he was a firm disbeliever of any type of racial supremacy, as thus he affirmed, multiple times, that the name was symbolic and representative of the unity of the people of the Senegalese region as a single confederacy.
The SCS then called a vote to pass a new legislation, which officially changed the name from Republic of Senegal to Islamic Emirate of Jolof; the vote was slightly argumentative, but the presence of the Mufti caused a lot of the quarreling to be massively restrained to calm discussion. In the end, the final result was a resounding success, as 82.6% of the SCS approved it; the ones that disapproved of it were afraid of ethnic straining in the nation due to the name, but the Mufti asked again and again for the trust of the members of the Shura Council, who sent it to the SCI for Islamic reviewing and approval.
By May 11th, it was approved by the SCI and subsequently by the Grand Mufti. Senegal was no more, the Islamic Emirate of Jolof had been officially been approved by the consensus of the members of the Shura Council for the State; and resounding claps were heard all over the former National Assemblyâs building. It was then, time for the national speech of the Grand Mufti; he walked outside, and hugged the people, and gave prayers to the poor, and gave money to the beggars, and finally stood up on the podium.
The Grand Mufitâs Speech
âThe Senegalese region, and the people that surround it; the concepts that we have seen, the wars that we have fought, its rewards are finally coming back to us. Today, our Jihad has completed but a single step, as the Fula Jihads in the 19th century, we, pious and faithful Muslims, have expelled ignorance from our home, we have grabbed the tyrants by the neck and expelled them. We have screamed âNo more!â and they have listened, for they know that our faith is unstoppable. The Prophet, blessings of Allah be upon him as well as peace, knows of our determination; as we look to the Qurâan, we see that the Muslims have been ridiculed, expelled, slapped, beaten, burned. Yet, day after day, year after year, century after century we still stand tall, pushing forward against any barrier.
âWe have won today, and for that, due to the consensus of all the members of the Gorgal Wadata whom I have the pleasure of sharing our pious and dedicated Shura Council for the State, with the reviewing and approval of all my Faqih colleagues in the Shura Council for Islam, that the Republic of Senegal is no more. From this day forwards, on the 12th of May of 2026, we are the Islamic Emirate of Jolof. No more are we bound by meaningless names from colonists; we are now our own nation, completely African, completely determined to fight for our rights, for our faith.
âI ask every Muslim here today, for today you are no Senegalese, Wolof, Fula, Mandinka, Serer, you are simply Muslims; pious Muslims that are dedicated to the fight against apostasy and oppression, I ask of you, are you ready to give your sweat for our house of Allah? For our abode, which protects the poor and the meek, and stand tall against the strong? Against the bullies? Against the colonialists? If so, you are truly ready, then may Allah bless you; for our Jihad is one step closer to being completed.
The Flag Committee
The decision to change the flag was unequivocal and unanimous among the SCS, almost so much that, if it wasnât protocol, there was no need to change the flag at all. A decision, however, was hard to make on what the new flag should entail; it took about a week of solid discussion, arguing from changing the flag to the one from the Imamate of Futa Jallon, to a previous Wolof flag, but the decision then came to the Muftiâs mind after a praying session, and it was perfect.
The Shahada, the Islamic declaration that Muhammad is the unequivocal messenger of Allah and that he reigns supreme, is a staple among the faithful; if the Shahada was combined with a crescent, a black crescent to represent the Rashidun Caliphate, with a white background, to represent the colors of the veils that every member of the Gorgal Wadata wears, then a new flag could be created. One free of the symbols that shroud our past. This flag would be the definite symbol of the Islamic State, of the vanguard against Jahiliyya; it would then be the flag of the Islamic Emirate of Jolof.
This flag was voted on by the SCS and the reasoning was given by the Grand Mufti, the explaining was satisfactory to most; whatever other questions were answered by the Waziris and the Vizier, all men of equal knowledge to the Mufti; the voting for the new flag was, then, unanimous. It couldâve had more trouble passing, if the Hakim of the SCI was not present, but the promise of a Sharia court was more than enough for the flag to pass unanimously.
It was then that the flag of the new Islamic Emirate was flying high in the sky, new directives were sent out to every institution that possesses flags, to every textbook that includes them, to every person that owns one, that this was the new flag; the flags were replaced, the old Senegalese flags burnt, and the legacy of the Sall Administration, and the history of Senegal, was slowly fading away.
The Anthem
The anthem was the final problem when it came to the Islamic State, but it was the one with the simplest solution; as per standard among the Salafists, the Mufti and his hardcore supporters simply abolished the existence of a national anthem. It was not only unnecessary, it was completely against the hadiths and the teachings of Islam, a foolish distraction and a manner of giving meaning to a nation, when the only nation that exists is the Islamic Ummah.
This decision, not unlike all the others, got a lot of flak from the opposition that has been rapidly breeding in Senegal; the population was angered by the removal of the flags and the textbook changes, but pleased by the speech and by the massive boosts in education, it was a mixed bag all around but the poor were supportive of the Mufti. The Sufi brotherhoods, however, were in immense displeasures. Sufi demonstrations were a daily occurrence everywhere that could lend an ear to their voices, which were suffering due to their lack of demonstrations during the mosque incident that started the revolution.
The Mufti was a major critic of the Sufis now that he was in power; he did not mention at all any manner of violent action against the Sufis but he was firm in his standing that any criminal behavior must be processed according to Sharia and that apostasy will not be tolerated; for the homeland of Islam must be protected. He has offered amnesty for many of the Sufis that are currently protesting, as long as they convert back to Islam in a Sharia court; many have still to reply to his proposal.
Summary
All in all, the Mufti passed clear resolutions and legislation today that completely overhauled the key questions of the Islamic State, which include:
The name change from the Republic of Senegal to the Islamic Emirate of Jolof.
The abolition of a national anthem.
The change of the national flag of Senegal to the one from the Islamic Emirate of Jolof.
