TL;DR - Should you move over across the double white HOV lane lines to stay in accordance with the Move Over law?
I saw an interesting situation driving today, and of course as a new driver these AREN'T the things that are taught in driving courses.
There was a GSP officer pulled over on the far left near the median barrier helping a Tahoe that had a blown tire. There were some vehicles in the HOV lane and it was interesting to see them squirm around and wonder what to do as they approached, a few just lightly dipped over the double white line and some just turned their turn signal on and off and decided it wasn't worth it. Of course I am aware of Georgia's Move Over law, and it seemed like an interesting situation that I couldn't find Googling.
So, since there is that uncrossable double white line, what is the correct course of action? I would assume that the officer would keep that in mind when on the side of the road and not worry about it, but I could be wrong. Thanks for any responses!

Virginia has the most backwards ass cops I've ever had the displeasure of dealing with. Don't compare them to any others on the east coast. The state is shit and they know no one willingly stops in Virginia. It's the only way they make money
