Thoughts on Wavebreaker's Fin?

I haven't been seeing too much discussion on the new 4* polearm Wavebreaker's Fin. How good is this weapon really? And for whom?
I just pulled R3 of this weapon while trying to snipe a Sac Sword. Will it be better than any of the following?
- C0 Raiden with an R5 Catch
- C6 Xiangling with an R4 Dragon's Bane
- C0 Zhongli with an R5 Favonius Lance
Should I max it out and replace any of the above? (ER of above characters is okay regardless of weapon). If I had R5 it would be a no-brainer to max out, but at R3 i'm kind of unsure.
