How does Mihoyo select people for beta testing?

It was my first time applying for the beta, and the questions seemed a bit too basic?
I get the personal information parts, but I had assumed they'd ask "How much time are you willing to dedicate to testing the beta" or stuff like that.
So how do they go about beta testing then?? Do they select people at random? How come the leakers always get into beta testing then?
