'Foxtrot' Romania?

Looking for help or any leads or ideas of how/where to search.

My great-great-grandparents immigrated to the USA from either Russia or Romania (my grandpa has always said Romania, but some of the Census records say Russia, so I'm casting a broad net). None of the records I can find say the town name, but my grandpa out of the blue told me that it 'might sound like Foxtrot.'

I haven't had any luck finding a town that might sound like Foxtrot in either Russia or Romania, but they emigrated in 1908, so I'm not sure if there *was* a town that has since changed its names, he's misremembering or what.

I've tried to use Jewish Gen, but I haven't had any luck. Are there other good places to search? Town look-ups?

The family I'm trying to find from 'Foxtrot' is Charles Berkowitz (also Bercovici, Berke, Berkovitz) born in 1858, in Russia or Romania. Emigrated to the USA between 1906 and 1910 (most records state 1908). He was married to Luza (also Lucy/Sura Luza - born 1986) in 1884. They had two children in Romania and then the four of them came to the United States. I know nothing about Luza's family either, but I have to assume they are from the same town.
