Jack horde question

Probably 25 percent of the time I select jack he loads in as a regular character with no guns. It would be ok if he had jacks abilities but all he can do is run and can’t get into cover. Dying does not fix the issue I just respawn the same way. Is this a known issue they are working on and is there a fix?
