Locust sniper packs - has anyone got him from the current packs?

I've opened about ~200 or more now and still haven't got him.
The only character I got from the ~200 packs was a single UIR character.
I'm doubting he's even in there. Remember, I'm talking about the current Sniper packs, not when they were originally released.
