I don't know if theres a proper place to report this. But in the past couple days I have started noticing when I place my soldiers on do not fire some of them will still engage with the enemy. I'm having the same issue with the hold position command some of the soldiers will start moving around on they're own until I take them off hold position and put them back on it. Yes I've triple checked to make sure they are on the correct command. I've never had this problem before and it has just started in the past 3 days.
