Help with effects.

Hello friends, I’ve been having trouble adding effects to tracks because every time I do, the recently added effect AFFECTS everything on the project. I mean, every track, every sound and even the metronome. Is it just my program that’s malfunctioning? Has this happened to anyone else? Can I turn this off? It’s really, really annoying, I’d appreciate any feedback you guys can give me. Thank you beforehand!
