BIOS overclocking

I recently set up my motherboard to overclock my CPU through BIOS and a had a few questions/concerns.
1 I assumed that BIOS was the best program to overclock with, is there a safer/better or more convenient way to overclock
2 if my cpu is being OC but my GPU is not as powerful as my cpu is rated for (gtx 1060 vs intel i7 87k) will it even matter if my cpu is overclocked when Iām playing games? Or will it keep the performance to what my graphics card is capable of
