How tf do I get 60 fps

So I have the MSI GF65 Thin with RTX 3060 75w. Thing is it runs RDR2 the Favor Performance max at around 25 - 30 fps in even the least intense areas. Now I reinstall the game and boom 60 fps on the most graphically intensive place on the game. How is that? Also I dont have dlss enabled.
