a serious question about "up to 4.5 GHz"

So I'm about to set up a brand new rig (specs below) and I have some questions.

ASUS ROG Strix G731GU Laptop, 17.3" FHD Display, Intel Core i7-9750H up to 4.5GHz, 64GB RAM, 2TB NVMe SSD 1TB HDD, NVIDIA GTX 1660 Ti

The 9th gen i7 supposedly runs at, what? 2.6 or 2.7? But in "turbo mode" it can go up to 4.5. it's been more than 20 years since I last saw a "turbo" button on a computer and that took me from something like 4 MHz to around 7. Do I use the highest energy consumption profile or is there a secret turbo config option in Win10 that I've never seen?

I have to sacrifice a chicken first to get that speed, don't I?
