TRAILER: http://youtu.be/zVFiPG4053c
Set in the alternative history where USA and USSR nuclear-bombed each other off of the planet due to the Caribbean Crisis in the 60'.
The game itself is set in the year 2012 and you will play as the former bomber pilot who survived the nuclear apocalypse in a bunker under Moscow. Being the 2012, he is roughly 70 years old. This may or may not play particular role in the game, maybe he won't be that good in a fight? Although the screenshots show that he is not that old. So either he has aged relatively well (or slowly) while being in the bunker or he may have been in some kind of suspended animation. (Thanks megazver)
The game is set in the Moscow and its outskirts, mainly on the surface, but we will visit the underground premises of the bunker complex which is now, in fact, a whole new city - Победоград (can be translated as Victory City).
We will fight mutants and deal with various anomalies, as well as radiation.
As for weapons, we can expect derivations of the experimental guns from the 60' like triple-barrelled Прибор ЗБ or "soviet UZI" AO-46.
Developers promise huge open world, where you will "unlock" new areas as you discover them. There will be main goal and it's up to you how you will get to it.
Some moral choices included, but it's not like you can befriend the bad guys.
I don't know about the actual gameplay, though. Is it first-person, or third-person? Realtime or turn-based? I'll try to ask the developers and get back to you. Lets hope it will not suffer from being overly complicated as eastern RPGs use to be. Looks like it will be real-time with the option to pause the game and from third-person perspective.
Also, I can translate the whole website if you want, but everything else is just additional lore so...

Release date: 2013
EDIT: It's from the same publisher and developers (or rather co-developers) of Men of War, I got that wrong in the title. Thanks TheRealDuckee and laikapants for the clarification.
