Buying GTA V from Nuuvem if I'm in the USA?

I want to buy GTA V from Nuuvem. However, I'm in the USA so the deal is not available. Currency conversion shows its $30, a huge steal. If I use a VPN, will this still work for me in the USA? Will I need a VPN to play? It says region locked in the bottom corner. Say the purchase goes through, is there a possibility of my account getting banned? Is GTA V activatable where I live? Sorry if this is repetitive, I tried searching and didn't find anything.
