Shutter speed

With lg teasing the g4 to have an amazing camera with a 4sec max manual shutter and other OEMS like HTC, apple, and the camera 2api allowing manual shutter speed does anyone think that Samsung will allow the same in their camera app, or at least allow 3rd party apps to push it beyond the current limit of 1/10 to about 1 second? Or maybe mods or Roms that will allow users to do this
