The game doesn’t think Steam is running?

For some reason whenever I try to start a multiplayer game the game tells me that it can’t access multiplayer because steam isn’t running, even though I opened the game through the steam application instead of the games desktop icon. I’m assuming it’s because I still have games being downloaded. If not, what is the problem?
