Yor Manufacture Population - Am I not understanding this correctly?

Playing as the Yor and attempting to beef up the Yor population on my captured worlds however when I use manufacture population it's creating Festrons or Torians. Is this expected? I had assumed that because they weren't synthetic I wouldn't manufacture them and instead get Yor population. Am I just being a dumb noob?
