[Question] How much of a script should be "foreplay"?

I'm working on a script that requires a bit more scene-setting, and I'm finding that there is a lot of buildup but not quite as much substance at the climactic moment.

Is it better to setup for a shorter (more intense?) climax or spend more script time approaching that climactic moment? In my current script I feel like there is enough push-pull that when we finally get to the end, since the participants are rushing to the climax there's not enough for the listener. (or do I leave it to the performer to embellish where needed?)
