Re-bought the game only to find my account has been hacked

So when GTA5 originally came out, I had a gift card to GameStop and bought a physical copy of the game. I've had a lot of fun with it, but put it down for a number of years. I have just built a new PC since my previous one was 9 years old, and wanted to see how the game ran on current hardware. Since I don't have a disc drive, I can't install it with my old copy. No big deal, I'll just re-buy it on steam.

I purchase it, install it, and when it launches it asked me to activate the game....for "GloryToUkraine66"
This is not my rockstar handle.
I have not even entered my rockstarID into my new PC.

I went to the rockstar customer service page but cannot seem to contact anyone.
What do I do from here? I'm certainly not activating the game to someone else who likely hacked my steam account (I'm guessing?). I've had no issues with other games so I'm a bit lost what to do here.
