[GTA:SA] How do I downgrade my copy of San Andreas from version 3.00 to version 1.00?

My friend bought SA for me from Steam a while back, and the main reason I got it on PC instead of the PSN Store was for mods. But, with version 3.00, which is the default Steam version, it's very hard, if not impossible, to use mods. I googled how to downgrade from 3.0 to 1.0, and everywhere I went brought me back to this 2011 Steam forums post: http://forums.steampowered.com/forums/showthread.php?t=1952458. I did exactly what it said. I read the readme that came with the download, and I read it carefully. I did exactly what I was told, but it's not working. Can anyone help me downgrade the game legally? Obviously it's possible, but I can't seem to get it working.
