K8 1000 STV issue

Anyone have issues with the STV? Code c28. Turn bike on and the valves will stutter. They do not open or close like normal, I can manually open the turn bike on and they'll close then stutter again. Trying to find exactly what it is before I start replacing stuff.
Bike runs like crap, and acts like a Rev limiter at 5k.
