What does it mean when a quant question has the word "inclusive" in it?

For example, "The Runners of a cross county team ran a 5 mile race at average speeds ranging from 4 MPH to 7 MPH, inclusive. Which of the following are possible race completion times for individuals on the team?"

I've been seeing the word "Inclusive" a lot, and I don't actually have a firm grasp of what it represents in a typical quant question. What are your interpretations?
