How do I set up Ratio problems?

Question from ETS GRE official prep book 3rd Edition:
Exercise 13, Pg. 233
There are a total of 20 dogs and cats at a kennel. If the ratio of the number of dogs to the number of cats at the kennel is 3 to 2, how many cats are at the kennel?
Answer: 8 Cats.
How do you get to the answer? I know setting up the ratio of cats to dogs is 2:3 or 2/3, but Iām not sure of where to go from here.
