Bizarre noise coming from the car when braking

I just started hearing a noise from my car that I can only describe as similar to an outgoing phone call ringing. It typically happens under braking or decelerating under 20mph. I actually thought when I first heard it that another car just had their Bluetooth volume turned up and was making a phone call. I did just recently install an exhaust, but it does not sound like an exhaust leak and sounds unrelated. It almost sounds electronic. Any ideas? It's very strange and is driving me a bit crazy.
