Strange whirring noise/rattle at 3k rpm

My 86 just started making a weird rattling kind of noise at ~2.5-3k rpm when accelerating. It also idles kind of rough and there’s a black powder around the engine bay. No check engine light, have kept up with oil changes, although the car is due in 500 miles for one. No smoke or smells and drives fine but it almost sounds like a fan with a plastic ruler in it. Any ideas what this could be?
