What can be done to restore a hacked Google Account taken over by a scammer?

I am attempting to assist a relative of mine. Their Google Account is still partially "logged in" on their desktop computer's Chrome Browser as well as their Android phone, but the password has been changed by the scammer. Additionally, the scammer took over their phone number by acquiring a SIM Card from their mobile carrier. I attempted to perform an account recovery, but the process was cancelled by Google because the account is still logged in on the scammers device. What can be done to restore access?
