Why does my truck idle very high on cold start? As courtesy here's some pics of the big guy

As long as I've owned it, my truck is always high idled as soon as I turned it on, like 2500 rpm, but idles as normal as soon as the temp guage wakes up, although idles kinda rough. I've had a lot of GMT400s, and it's the only one that's ever done that. It's not bad or anything, just wanted to know if its by design or some electrical glitch. 89 c3500 454 turbo400
