Insider shares DRSed?

If GME insiders own 12m shares and only 5m were DRSed in the last quarterly report, wouldn't that mean RC and the Board hadn't DRSed their own shares? If we keep buying and DRSing shares and they don't, what would happen when all 76m shares have been DRSed by Apes? Am I going to have to feel bad for RC and give him one of my shares out of pity?
