problems with python patrol trouble bubble

So when I got my trouble bubble I noticed the neck peg on the figure was gummy. When I would turn the head the neck peg would twist instead of the head just gliding on the ball joint and when I went to switch heads the ball joint broke off the neck peg. I took it back to target and got another one and noticed the same thing. Anybody else notice this??
