Why. Why does game gives you chance to use cluster shells which is super effective against troops, but against MS it's just 500hp for the same time as you able to shoot from normal bazooka or beam gun from hyaku shiki and deal 1500-2500 HP damage. I would understand if it was more like stunning weapon, but All cluster shells that I played with very bad in this due to their cool down. The only good gun with those shells are Sniper rifle from Efret Jäger, cause it got fast cool down and you can spam with it
