Why are chat bots still terrible?

They are basically in the same state they were at least 6-7 years ago. All these AIs including Siri claim to be learning all the time, but they seem to have learned little to nothing in 7 years. This gives me pause for all other techno-optimism I might have. Will they still suck 7 years from now?
