This presents a view of humans as forming the values first, and then making rational decisions which are based on those values.

I'm not sure that's the case. I think these women believe having children is inherently good precisely because they have the children in the first place. A person who gets a high-paying and demanding career will believe that is also an inherent good. A person who inherits a bonsai tree from their grandma and must spend time and resources taking care of it will say it's inherently good.

In other words, I don't think this article tells us anything new, except maybe that a person who has four kids might be more likely to have 5.
