Will the next attempt at the Moon actually be permanent this time?

After successfully landing on the Moon in the sixties and officially beating it the soviets in the space race congress lost interest in funding something as grand as the Apollo program. So NASA gets screwed over and the later Apollo missions get canned leading to over half a century of having not a single person on the Lunar surface.

Will this time be different? The Artemis program hopes to lead a permanent human presence on the Moon, with establishing Lunar bases and the injection of private funding. Does anyone think our attempts at staying for real this time as well as new technologies such as starship and Orion will help lead to a permanent presence on the Moon?

And what about colonization? Some fifty years from now or later will we see the beginning of a true civilization on the Moon? Just want to know other peoples thoughts about the future.

A BIG liquid metal telescope (array) seems like a good excuse. James Webb is great but raw mirror size just has a certain spice to it.

Maybe I'm missing something but it feels like that might be easier to assemble on solid ground than in space. Then add a bunch of regolith agriculture & building research facilities and I'd say you got yourself a pretty solid raison d'etre for the whole thing.
