New player! Need help!

So I'm living with my brother for the summer and he has an iPad he doesn't use--unfortunately he bound his account to game and I really want to start over since he kind of just spent his stuff willy-nilly.
Is there any way to preserve a new file to the same iOS? I've uninstalled and reinstalled the game, but it keeps trying to sync his old file...
Anything? :/
