What would be the best toolpath to mill this counterbore?

I'm new to F360, coming over from SolidWorks. I've been fighting with the program on how to machine this effectively. My thought process was to first bore out the hole in the correct diameter, then rough out the countersink which would create "steps", then come in with a ball endmill to clean it up.
After trying a few different methods, I can't seem to get op 2 and 3 to behave correctly.
