Are filters created equal?

I'm new to photography and I just ordered my X-T4 with the 16-80mm kit lens and I wanted to get a polarizing filter too. My local camera store has the ProMaster 72mm circular polarizer HGX prime filter for $160. I just happened to see that Amazon has their own Amazon basics 72mm circular polarizer lens for $12. I want to get something that will be good and last a while but that price difference is huge. Is the ProMaster really 13 times better than the other one? Links are below
