Is overcrowding supposed to be forced?

I decided to try Overcrowding during this playthrough since I hadn't prior, and "using the extra capacity causes discontent" didn't sound so bad, more beds in emergencies but slower healing than extra rations the rest of the time. Now that I've been using it, it seems to force any given Medical Post to completely fill (normal beds overcrowding floor space) before the next Medical Post will accept any patients at all.

Is there somewhere in the UI that lets you transfer patients between locations that I'm missing?
