We see a voting system internally in the council, which represents a house of commons, with factions represented.
(What would be super interesting is if the Lords in Frostpunk 2 wanted a House of Lords in addition to the house of commons)
what we however don't see in FP2 is an actual city-wide vote, like a general election.
this election would be for say the Technocrats or Icebloods to be elected or given seats, or constituencies
in the real world (UK) the "steward" is the monarch, who allows THEIR government to form beneath them, however, the monarch (steward) rarely ever intervenes. (as per the magna carta)
in the world of FP2, are we more likely as the steward to be more involved and more intervening, regaining total authority, OR slowly weaning our own power away to these factions through choice?
so instead of them rioting and holding demonstrations and shutting places down with riots, protests, etc. they're instead peacefully campaigning and then there is a peaceful vote and a peaceful transfer of power.
I guess constituencies is the key word. will we have faction-led, faction-controlled constituencies in FP2 as we see in the real world?
or is the Steward essentially stuck in a monarch-esque position where they are solely responsible (without a public mandate) to hand over power to either faction as they see fit (because quite frankly that seems like a bad system of governance which would eventually lead to the disolution of the steward-like monarchy in favour of a general election)
as per the magna carta, and the reason it exists in the first place -- i don't think the factions are going to keep the steward around for very long at all when they could just battle it out between themselves either violently or democratically.
surely the king, and therefore the magna carta exists in the FP world?
I personally think the bigger picture in FP2 is going to be about whether the player wants to be a monarchy OR dissolve their own power into a multiple-party democracy. (this was one of the complaints during the beta actually, that the player basically had no free will and was just letting the sub-factions do everything to prevent riots, when this could've been intentional gameplay just not delivered very well in terms of story)
