Special arrow crafting glitch

I have all necessary parts to craft special arrows according to the game. My inventory shows 0 sulfur and 0 acrid pods, but when I try to gather them it tells me "my pouch is full"
Spent countless hours grinding through the quests thinking it would eventually unlock... and then I beat the game. Still no special ammo, still can't gather pods. I've never seen a glitch this bad, it took a whole aspect of gameplay away from me.
