Unplayable on 3080, 5700X

Looking for some tips using a 3080 with 4k 144hz monitor 5700X cpu, 32GB 3600mhz ram and using M2 ssd.
Tried many settings combo even Dlss off, I sit about 120fps but the drops are so bad when moving it dips from the 100 to 40 constantly. Can’t get a stable frame rate at all
Any suggestions
