The fleet was changing, although, not always towards the better direction. The High Seas Fleet was expanding which was good in terms of protecting the Baltic as well as other regions outside the small Scandinavia. However, protecting the shallow waters of Finland would be a difficult task if someone tried to place a ship-of-line there, the Vikings had since long understood the idea of shallow ships for the archipelagos and rivers.
With lessons learnt from the wars in 1808-09 and 1840-42 the admirals knew the power of the small vessels, difficult to hit with larger ships and capable of supporting amphibian operations due to them being able to traverse shallow water of ca. 3,5m. A total of 50 kannonjollar were ordered to be constructed alongside 10 Hemmam ships. There was currently 35 gun sloops available, under construction was 5 steam gunboats and planned was another 75 gun sloops, the total of gunsloop was however not to exceed 100, meaning that 15 old sloops were to be decommissioned.
The ships used for the fleet was known for their quick construction and cheap maintenance. However, the limitations of the Hemmam ships were also known and they were to be used defensively and for amphibious assaults only because of their slow nature.
The project would be ongoing from 1845-50, with 30 kannonjollar and the remaining gun sloops being built in accordance to previous plans, between 1865-70. This meant that only four divisions would be prepared and ready for service in 1850, a total of 60 ships.
Finska eskadern
Ten brigades would be formed with the following constellation based on the resounding victory found at Svensksund as well as the battle for ร land where much of the Russian fleet was either sunk or damaged.
