Vietnamese rule in Cambodia has never been easy and straight forward. The constant protests from the people of the Western Commandery have shown so. Forced religious and ethnic assimilation have left a sour taste on the local Khmer people. Seeing that our people have lived in the Mekong Delta for decades without much tension, we believe that the same can be achieved in the Western Commandery, which was the first step towards unification, however, only if we are united under one single bureaucracy as equals. As such, in accordance to the Imperial Decree on the Unification of Dai Nam

• The Kingdom of Cambodia will be abolished, the administrative structure of Cambodia is renamed the Province of Cao Mien. Khmer administrators and officials in the court of Cambodia are allowed to keep their post. Queen Ang Mey is declared the Princess - Governor of Cao Mien.

• Grant equal rights to Khmer citizens of the region as citizens of Dai Nam.

• Abolishment of forced Vietnamese customs policy on the Khmer people.

• The Khmer people are recognized as a "brother ethnicity" of the Vietnamese. Emperor Minh Mạng crowned as Protector of the Khmer and Viet as a gesture of equality.

• For the first year as a province of Dai Nam all registered citizens of the Cao Mien province will be free of income head tax.

• The Imperial Decree on the Unification of Dai Nam to come into effect in 2 months, with the 2 months period being a transitional period for the merger of the administrative duties of Cambodia.
