It was in the best interest for the parties involved to discuss the recent development within the Baltic Sea in the fateful winter of 1839. It was only three years ago that a major alliance was signed between The Danish king and France, and following the alliance and other treaties Denmark had lifted all tolls for both France and Russia who had taken part of the Paris Conference. As these were lifted new ones were enforced on England, perhaps to establish a new equilibrium?
The Swedish government in the midst of its war against Russia invited dignitaries from England and Denmark to discuss tolls imposed amongst other topics.
