Sweden’s allotment system provided a trained army at all times, where a local farming groups of 4 helped provide the soldier housing with supplies and cultivation of a small plot of land so that the others could escape conscription. This allotment system relieved the government of the otherwise high burden of cost for a standing army as well as making the process of training and maintaining the army easier. Contracts were written with counties and provinces to provide stability and order when organizing the regiments and quickly mobilizing the army.
However, even with this system war was costly. Additional supplies of gunpowder, ale and grain needed to be imported to supplement the Swedish stockpile. A well-trained army can be armed and mobilize quickly but it cannot fire their rifles without powder and will refuse to march without the expectation to be fed.
Some taxes had been levied for the war by the nationalized alcohol distribution as well as set prices for certain commodities such as ale and grain, but it was not enough to cover the cost.
Suggested in the parliament to the king was to sell the isle of Sankt Barthélemy, it had previously been a free port and produced a small amount of cotton, sugar, tobacco, cocoa and fruits. Most revenue came through the trade that passed through there (including some slave trade). Although the isle had provided an incredible revenue of 1.8 million daler between 1817-1830, that was an amount that was needed at the moment and not dispersed over so many years.
A diplomat was sent to the embassy in the United Kingdom with an offer to sell the isle for 60.000 pound (corresponding to ca. 1 million daler)
