Ui creation issues

So Ive learned HTML , css , and I'm working through JavaScript and the react section of FCC . My question is when I look at site and I try to recreate them I have no idea where to start.
Should I use paint or something to make a wireframe? How does react play into ui creation ?
So far I've completed the responsive web design portion of FCC but I'm struggling with what to do next.
