People of the Highest Sea,
The Readers of the Canon have consulted the roundcuts and have determined that if the patterns of history are accurate, then this summer shall be the harshest of this generation. Fortunately, they have the roundcuts of our ancestors to advise us in these trying times.
In an attempt to minimize the drought's theft of water from the Highest Sea, the Readers of the Canon have called for dozens of shaded pontoons to be deployed all over the water to provide shade for Hisea and for the water beneath.
As such, all citizens of Hisea have been asked to return to the city to render aid in the pontoon construction. All other construction and resource harvest besides food is suspended.
All citizens of Woodstood are advised to gather what food reserves they can and to return to Hisea. The food gathered is to remain there for the Keepers and Cinderslayers stationed there. They are to remain behind for security purposes.
Workers of Cliffsight are to return to Hisea. A supply shipment is on route for the Keepers and Cinderslayers of Cliffsight.
Keepers on the Old Road and the Wanweh Road are to withdraw to Hisea. There's no sense in anyone dying of thirst or hunger. Our security is built upon the lives of all of the people of the Highest Sea.
We have consulted with the Honcho and he has approved all of these recommendations.
