Theory: A certain number of people can survive in Fromville at one time. When new people arrive, it is to replace the recently deceased or those about to die.
Does anyone know these rules?: Victor seems to know, as he can be seen digging new graves at Colony House near the garden around the same night.
Talismans: There are more talismans than what viewers have surmised. We have seen 12 talismans, but according to this photo, most people from town showed up for the ceremony, maybe some from Colony house stayed behind. We know there are 12 talismans, but some homes are not seen on screen and probably also have a talisman.
Confirmed Talismans (in order of appearance as you enter the road from the fallen tree)
(2) - two unidentified houses before the barn on the inner side of the street
(1) - BARN
(1) - BAR/GAS STATION
(1) - one unidentified house before the post office
(2) - POST OFFICE and one in Boyd's pocket that he carries
(1) - LIU HOME
(5) - DINER with 2 houses, one on each side and 2 houses across the street

(1) - one unidentified house on the way to Colony House, just past the Chapel on the outer street

(1) CLINIC - either near colony house above the Wine Cellar, or below the playground .

THE TOWN HAS 15 Talismans.
Each home looks identical and has two bedrooms, a master bedroom and a regular bedroom.
5 Talismans host the amenities - CLINIC, BAR, POST OFFICE, DINER, CHAPEL with no one sleeping in the diner due to being used as public storage. 4 People or more can live in the amenities.
9 houses hosts 36 people. The average is 4 people per house. We assume that each house is given to a new family, but there could be doubling up per house instead. The houses either have 2 bedrooms or 3 bedrooms.
How many people in Colony House?:
40.
18 People pictured, for sure not everyone attended the Choosing Day Ceremony. Victor wasn't even there. Let's figure out how many rooms the Colony House has, to get a better idea of how many occupants.
First Floor - Kitchen and Dining and living, there Might be one room but It would probably be used for storage. Let's assume that the residents live above the first floor.
Second Floor- The rooms are smaller than the attic rooms, 12 rooms with a bathroom and sitting area near the stairs.
Third Floor- attic - 12 rooms again.
24 rooms. Not every room has double occupancy, I imagine it isn't evenly split up. Donna has her own room, while families and couples might want to share. Let's assume that 40 people could live in the Colony House. That's two people per room.
The main issue would be lack of bathrooms. The bathrooms are located in the front of the house, all stacked on each other with their partition, and I assume in the back of the house as well as the design of the entire home would have been the hotel that was being advertised with the neon sign town. This home is built in colonial era, where bathrooms were shared per floor. 1 bathroom for 6 rooms, with the first floor having two public restrooms.
There's a few scenes where people are passed out on couches in Colony house. I believe they were doing that because of the party, and they all have beds they could retreat to if needed. I believe sleeping on the main floor would be common as the nights are scary.
Conclusion: There are 80 people in Fromsville at any given time, and whenever the balance is thrown off, it correct itsself.
