Something I had noticed recently. They had not having to ask down, but only if I was provoking them or being flirty myself. When asked about it, they said they were working on the "whenever and wherever they want" aspect. But that since we are going to moving soon to just us, no roommates of any kind, they feel they will be able to engage a lot more freely. We're both looking forward to it.
The best solution is to also let the roommates know you are free to use anytime, and show them. Your primary partner will likely get excited by the extra attention and activity you will be getting so it’s a win/win
