to get the swag bag you need to download game.
in the right side of main menu scroll down till you see a red window titled as "The International Swag Bag".
click on the View Swag button.
click on claim button for all 3 sections. ( you need to choose the Specific arcana you want and claim it then)
edit1: Arcana item is not tradable or marketable! but you can sell stickers that you get from battlepass to market and gift items you get from the battlepass treasures- also treasure and their items will be marketable in about 14 months
edit2: (u/pizzahut2 ) available to all Dota players that play or played at least 10 matches during the Battle Pass season
