5e D&D 3.3.1, Foundry version 12.328 - some spells not going to chat cards

[D&D5e]
Toll the Dead worked fine for one PC, and then as we were pausing for the evening, a Ranger tried to Hunter's Mark their enemy. Nothing to the chat card, no matter what we did.
Any ideas why one spell would work fine and another wouldn't? Two separate PCs.
